AIDS
Concern in the Pastoral Plan
of the Catholic Church in Thailand for 2000-2010

In 2000,
the Catholic Bishops' Conference has organised a process on pastoral
planning, which will be a common direction for the Church in Thailand
in the first decade of the third Christian millennium. The planning
was participated by key religious and lay leaders of Catholic Church
in Thailand. The participants have also discussed final statement
proposed by Catholic organisations involved in AIDS work, as mentioned
above and integrated its recommendations in the main pastoral plan
for the Catholic Church in Thailand for 2000-2010.

2.2.10
Pastoral Care of AIDS Patients
|
2.2.10.1
Develop Plans on Prevention and Solution of AIDS Problems in Each
Diocese
|
Since
Thailand is experiencing an ever rising number of AIDS patients,
it is necessary to pool the rich potentials and capacities of various
congregations of religious men and women, all Catholic organisations
and groups, schools and hospitals and all Catholic parishes to fight
AIDS in the next decade with the following policies.

1.
|
Provide
knowledge on AIDS to priests, religious and lay people.
|
2.
|
Develop
plans on prevention and care on AIDS for the Catholic Church at
diocesan and national level. These plans will integrate all aspects
of the issue, such as family life, schools and youth, orphans, drug
addicts, sex workers and care of AIDS patients at al stages of disease
progression.
|
3.
|
Show
love and compassion and caring attitudes towards people living with
HIV/AIDS, and co-operate with different organisations involved in
the work on AIDS.
|
4.
|
Raise
and set up AIDS fund for the Bishops' Conference and each diocese
through various methods, such as collection in the Mass, campaign
on World AIDS Day in school, etc., at least with an amount of 100,000
Baht for each diocese.
|
5.
|
Catholic
Committee on AIDS is assigned to co-ordinate with dioceses and organisations
in this mission, and prepare progress report as well as proposing
guidelines for solution to the Bishops' Conference at least once
a year.
|
6.
|
Recruit
and train more people who are willing to commit themselves to the
pastoral care of AIDS patients.
|

2.2.11
Pastoral Care of Sex Workers
|
2.2.11.1
Provide and offer new alternative for children and those involved
in sex work.
|
Since
the present social situation fosters sex work and violence on sex
workers, it is necessary to initiate pastoral care of these people
in particular with the following policies.
|
1.
|
Develop
concrete organisations for monitoring and giving urgent assistance
to these people.
|
2.
|
Promote
values and dignity of women by giving training and reaffirming these
values.
|
3.
|
Provide
additional occupations for these women when they return to their
homeland.
|
4.
|
Support
congregations of religious women to recruit more people to work
directly with these people.
|
|
2.2.4.4
Prevention of Drug Addiction
|
At present,
more and more students and youth are addicted to drugs, which affect
national security. Therefore, it is necessary to devise preventive
measures and give training to help young people to be aware of the
values of life and bad effects of drugs, which can be done with
the following activities.

1.
|
Launch
campaign on educational policy related to the Church's teachings
and initiate activities on prevention and to promote leaders in
the fight against drugs.
|
2.
|
Provide
knowledge for students and young people on bad effects of drugs
in close collaboration with various agencies and organisations.
|
3.
|
Seek
co-operation from parents in the monitoring and therapy.
|
4.
|
Set
up centres for rehabilitation of drug addicts in Catholic parishes,
schools and communities to help provide physical and mental therapy
together with ongoing monitoring.
